Referendum-based DAO governance has failed.

@A_Leutenegger, CEO of @AragonProject made the case for using decentralized ownership instead of decision-making and using modular ve/gauge tokenomics where users lock tokens for voting power.

He also proposed that the next era of DAOs will use:
- optimistic governance
- separation of powers
- veto/guardians
- time-lock for exit
