French authorities have allowed Telegram founder and CEO Pavel Durov to leave France for the second time since his detention in August 2024, but only to travel to Dubai, with each stay limited to a maximum of 14 days. Durov's trip includes both business and personal reasons, such as caring for his newborn son and his injured teenage son attending a boarding school in Dubai. In August 2024, the French National Anti-Fraud Office arrested Durov as part of an investigation into alleged large-scale cybercrime, accusing him of supporting illegal activities via the Telegram platform, including providing encryption tools, distributing child pornography, and money laundering. Telegram supports the Layer 1 blockchain The Open Network ($TON), whose native token Toncoin has a market value of $7.20 billion, having rapidly grown in the summer of 2024 due to the expansion of blockchain mini-applications.
