Ethereum's ZK-Rollup scaling solution Scroll has completed the Euclid upgrade, reaching the "Phase 1" decentralization standard. This upgrade was implemented in March through a community vote and mainly includes the realization of censorship-resistant transaction submission, allowing transactions to be submitted to the mainnet via smart contracts even if the operator is down; the development of the OpenVM tool to address ZK proof capacity limitations, enabling large transactions to be split for verification; and the establishment of a 12-member security committee (only 2 members are from Scroll), requiring 9 members' approval for major decisions. Rollups typically start at Phase 0, fully controlled by the team. After entering Phase 1, smart contracts take over but the security committee can intervene. Ultimately, Phase 2 is achieved when the system is fully code-run with no central operator control.
