ICS chains require 95% of @CosmosHub validators to run, which creates heavy burdens and risks for non-professional nodes like exchanges or investors. So, it’s natural to see ICS phased out.

In contrast, PSS chains like @Elys_Network are more practical—only a few supporting Cosmos Hub validators need to run nodes, which keeps the chain secure while reducing costs.
