The U.S. Department of the Treasury's Office of Foreign Assets Control (OFAC) has imposed sanctions on two individuals and one entity involved in a network for laundering money for North Korea. Lu Huaying and Zhang Jian, based in the UAE, utilized a shell company in the UAE to launder money and convert cryptocurrency, sending the proceeds back to Pyongyang. OFAC noted that North Korea continues to rely on agents and agencies to enter the global financial system for illicit activities. OFAC also sanctioned Shin Hyun-seop, the representative of North Korea's Kwangson Bank in China, who is accused of orchestrating money laundering schemes and managing bank accounts to transfer illicit funds. Since 2022, Lu Huaying has allegedly laundered millions of dollars by converting cryptocurrency into fiat currency. Meanwhile, Zhang Jian also assisted in the exchange of fiat currency and acted as a messenger for Shin. OFAC has listed Lu Huaying, Zhang Jian, and their former company, Green Alpine Trading, LLC, on the sanctions list. North Korean hackers have also caused significant damage to the crypto industry through a series of high-profile hacking attacks.
