COPA stated that this partnership is designed to protect blockchain companies and developers from "baseless and costly" legal claims made by patent trolls (i.e., NPEs) who leverage high litigation costs to negotiate settlements. The goal of these entities is to profit by licensing patents or suing those who use patents without permission, while they themselves typically do not utilize the patents.
