Protocol continues buying the missing tokens for $WAVES to issue the 2nd batch of WIND. The protocol uses 8,000 WAVES: 1,000 $WAVES per each of the missing tokens + 1,000 WAVES.

Note that during this procedure the Neutrino contracts will be shut down.
