Xue Biqun, also known as Xue Manzi(Charles), was born in Beijing and originally from Liangping District, Chongqing. He is a Chinese American and an angel investor. He invested in real estate in the United States in his early years. He is one of the founders of UTStarcom and has served as the former chairman of China E-commerce Network 8848 and China Learning Network. His adoptive father is Xue Zizheng, former deputy director of the United Front Work Department of the CPC Central Committee. He became the focus of public controversy due to his remarks on Sina Weibo.
